Britain is ruled by a military dictatorship and the prisons are overflowing. The Regime opens Britain's first penal colony by sending prisoners to a secure island south of the Scillies.It's now five years since the first prisoners arrived and there have been changes. The prisoners are making a bid for freedom that doesn't involve escaping from the island. The Regime are increasingly disturbed and what ensues is a severe test of the prisoners' resolve.
